As cybercrime and espionage continue to increase significantly, the policy proposal offers few concrete measures to address these challenges and instead focuses on expanding criminal intelligence powers—an approach that may come into tension with key democratic values that are also important to businesses.
Strengthening cybersecurity requires enhanced investigation and prosecution capacity, international cooperation, and improved protection of corporate assets and critical infrastructure. The majority of this infrastructure is managed by companies, which already bear primary responsibility for cybersecurity.
