Finnish Information Security Cluster (FISC) is an advocacy organization for the cybersecurity industry. Its purpose is to promote the competitiveness and operating conditions of the sector as well as information and digital security in Finland and the EU, in cooperation with public administration, businesses, and civil society. A vibrant cybersecurity industry forms the foundation for digital life and wellbeing of society. We operate within Technology Industries of Finland (Teknologiateollisuus ry) as one of its branch associations. Cybersecurity sector is one of the five main industry branches of Technology Industries of Finland.

We are the voice of the cybersecurity sector in Finland. We act as an advocate for the cybersecurity industry and promote the interests of our members both in Finland and internationally. We represent our members in matters of economic policy and in societal decision-making.

The purpose of our activities and our existence is a secure digital Finland where the cybersecurity industry enables success.

Our membership consists of companies and organizations of all sizes focused on information security and cybersecurity. We currently have approximately 100 members.

Our main objective is to represent the sector in Finland and to support the growth of our member organizations nationally and particularly internationally. We promote the principles of public-private partnership, gather market information, and coordinate internationalization initiatives involving our members when needed.

We also aim to promote education and skills development in our sector in Finland and to influence the national conditions for growth in our field through legislation and other necessary measures.

We work in close cooperation with national and international organizations influencing our sector.

Core Tasks

The Finnish Information Security Cluster carries out three core tasks regardless of the selected strategic priorities.

Advocacy

We ensure that the views of our member organizations are taken into account in societal decision-making. Our impact is strengthened through close cooperation with Technology Industries of Finland, its branch associations, and our other partners. We influence EU decision-making both directly and through European organizations. We also strengthen the reputation and attractiveness of the sector.

Member Services

We process and share information to support our members’ business operations. We provide training and advice to companies on themes related to our strategic priorities. We actively involve members in our activities and offer networking opportunities.

Growth of Members

We identify export and growth markets, support members’ go-to-market strategies and ambitions, and contribute to the development of the export ecosystem and the investment environment in the sector. We increase awareness of the sector, its actors, and key policy issues.

Strategic Focus Areas

Our aim is to build an increasingly competitive Finland. Through this development we seek tangible improvements in the operating environment of cybersecurity companies through four strategic objectives:

Production Factors through Skills Development and Immigration

We improve the availability of new talents through accelerated skills development.

Competitive Advantage from New Technologies and Innovation

Companies manage their digital risks arising from the use of new technologies, artificial intelligence, and data both within their own operations and across the entire value chain.

Regulation as a Lever for Success

The operating environment of businesses and civil society reflects European values. Regulation strengthens the foundations of a good digital life and supports value creation in the business sector. Public funds are used efficiently and without market distortion.

Economic Growth and Brand Advantage from our home country

We promote improvements in information and technology policy and investments in the development of new digital soft infrastructure, as well as faster adoption of technology and scaling of innovations, while also acting as a forerunner for the EU.

Principles of Operation

Our activities are guided by the principles of independence, collaboration, striving for Finland’s success, and proactiveness.

Our advocacy work is responsible and transparent. In our work we always comply with competition law and the following rules:

  • We act openly as an advocate for the cybersecurity sector and clearly communicate our objectives
  • We treat our members equally
  • We prepare our positions carefully together with our members and honestly express differing views when they exist
  • We engage in open and constructive cooperation with stakeholders
  • We do not give or receive gifts or benefits that could influence our own or the recipient’s decision-making
  • In hospitality we follow customary and reasonable arrangements
  • We do not serve on the boards or similar governing bodies of member companies in ways that could compromise our impartiality
