Key Messages

Synergies must be found between innovation policy and industrial policy to drive industrial transformation and strengthen competitiveness. Metal value chains are one of our key strengths, and the expertise and technological manufacturing associated with the sector open significant opportunities for the future in developing and exporting low-carbon products, technologies, and solutions.

The metal production sector has been a pioneer in process electrification, and efforts to reduce emissions have continued systematically for decades. Process innovations in energy-intensive industries play a crucial role in achieving the transition to a low-carbon circular economy. The competition to lead in reducing carbon dioxide emissions challenges European companies, universities, and research organizations to collaborate more closely. Education and research must be able to respond to evolving solution needs in tandem with businesses.

Our success depends on the success of our customers, which is why progress and achievements are needed across the entire metal value chain. This should be reflected in the long-term and strategic alignment of innovation, industrial, and education policies. Increasing public funding for innovation (R&D&I) has been an important and justified step, but directing that funding toward business-led innovation is equally crucial. Companies’ need to invest in and adopt new low-carbon production and operational processes without compromising profitability presents an excellent opportunity to deepen collaboration between businesses and public R&D actors.

Policy Directions

  • The metal value chain and sectoral expertise must be prioritized as one of Finland’s strengths in the implementation of innovation and industrial policies.
  • Education that addresses our need for skilled professionals is essential to maintain competitiveness based on pioneering innovations and high-quality products.
  • Public R&D&I funding must support business-led innovation and encourage universities and research institutions to deepen collaboration with businesses.
