Finnish Drone Strategy released

The Finnish Drone Strategy is now available also in English.

Drones and the rapid development of related technologies will have a revolutionary impact on society as a whole. The strategy, drawn up by key players in the Finnish drone industry, defines the guidelines for the near future of Finnish drone operations from the perspective of national defense and accelerating economic growth.

The rapid development of drones and related technologies will have a transformative impact on society as more human-performed tasks are replaced by unmanned systems. The business implications span multiple industries, though their full extent remains partially unpredictable. At the same time, the development of drones and drone technologies presents signifiant business opportunities for Finland.

This strategy sets the goal of making Finland the world’s leading country for drone development and business within five years.
By 2030:

Finnish drone companies will be among the global leaders.
• Finland will be an attractive location for establishing a drone business.
• Finland will offer a low-threshold innovation environment for drone development.
• Finland will be a desirable country for drone technology investments.
• Drone technology will be widely utilized in Finland to enhance various industries.

This strategy outlines five key areas that need to be developed to achieve these goals.

The strategy project was initiated by Member of the Finnish Parliament, Mr. Jarno Limnéll. Finland’s experts within drone industry were invited to the working group and share the perspectives of business, authorities, science and research. Finnish Defence and Aerospace Industries – PIA facilitated the strategy work.
“Finland has a huge amount of drone-related expertise and the drone industry is a very strong growing sector globally. It creates an excellent opportunity to create economic growth in Finland,” says Mr. Limnéll.

“Finland’s strengths are agility and the ability to respond to rapidly changing challenges – characteristics that are decisive in the global technology competition,” says Mr. Lauri Kangas, CTO of PIA, and continues, “Drone technologies are key technologies of the future, on which significant reforms can be built.”

The strategy was published in Helsinki on Monday, February 10, 2025. Speakers at the event included Member of the Finnish Parliament, Mr. Jarno Limnéll, former Director of Research at the Defence Forces, Mr. Jyri Kosola, Research Professor at the National Land Survey of Finland, Ms. Eija Honkavaara, and Patria CEO, Mr. Esa Rautalinko.
